If you do want to delete the existing System Reserved partition you can back up all files in it and delete the partition with MiniTool Partition Wizard.
Please keep in mind that Im not the one who discovered this problem originally. Replied on November 19 2016. System Reserved partition do not need to be defrag as it only contain a few MB.

I went into Disk management letter drive as B so I can see whats is n it its empty directory. Right click on cmdexe and select the option Run as Administrator.
